I would say just go for it. Disregard the obligation to buy fancy new equipment. Don’t base your skill off of that. When you take a photo, put feeling into it, even at a small level. Consider not only how it looks, but its significance internally to you. Sure, we can all rely on the “rule of thirds” or the basic positioning/angle “laws”, but those are just guidelines. Put yourself in each photo you take. Take time and consideration to make sure that this is how you want a photograph to turn out, rather than rushing the process by hitting the shutter without patience.
Basically, don’t over-think. Take your camera everywhere you go. Experiment: don’t concrete yourself in one type of photography. Ask for help and review. And most of all go with what looks and feels right for the moment and to you.
